The Workforce Development Services unit is charged with responsibility for administration of, and accountability for grant funds to the VCCS and local community colleges under the Carl D. Perkins Vocational and Technical Education Act of 1998. The unit provides overall direction for use of grant funds for state administration, state leadership, professional development and technical assistance to colleges for improvement of occupational-technical programs. Each college in the system has a designated Perkins administrator, who is responsible to the state office for performance of approved activities implemented to attain positive performance of the Perkins standards.

All activities funded by the Perkins grant award to the state must address improvement in the areas of academic achievement, technical skills attainment, program completion, placement, provision of access to occupational-technical programs for students with disabilities, and programs for non-traditional training and employment. Professional development and technical assistance opportunities are provided for community college Perkins administrators to enable them to appropriately implement Perkins standards and to meet the measures negotiated between the US Department of Education and Virginia.
